Настоящее постановление вводится в действие по истечении десяти календарных дней после дня его первого официального опубликования и распространяется на правоотношения, возникшие с 1 января 2009 года, за исключением подпунктов 2, 4, абзацев 2 и 3 подпункта 5, абзаца 2 подпункта 10 пункта 1 настоящего постановления, которые вводятся в действие с 1 апреля 2009 года.
